n_n well I am an exprienced animator and now that I've started anime i run into this problem alot in flash.
Firstly, the way you drew the grass in the backgrounds is prone to lag. This is because when 2 different colours overlap each other in a big image (e.g. the dark green and light green for the grass effect) It really lags flash videos down.

Solution:
The first and easiest solution is to make the screen resolution for you're flash video smaller.... but i don't do that because the video will be very small to run at full speed.

The second and best solution to fix this problem is to find the movie clip that slows flash down (in this case the grass). Go into the movie clip. then go to file. Export. Export image. (in save as type box) go to PNG. Name the image. click save. then in the option menu that comes up. (In the include box) click minimum image area. (in colour box) 24 bit with alpha channel. (In filter box) click none. Then check the three other boxes (which should be interlaced, smooth and dither solid colours). export it. Then go back to your flash file and import the image you've just exported into your flash and use that image instead. You can turn it into a movie clip and manipulate it how ever you want. The lag will usually be gone or just much! less lag.
This method lower's the quality of the image exported slightly though (depending on what you export).

holy crap! that fixed it beautifully! now i have another problem in the following parts i have the same thing happening in a part where i have double tweens at the same time. should i do the same for all those movieclips? or is there another way? PM me bro! :D

One thing you can do instead of exporting those laggy parts as PNGs (which is kinda inconvenient and adds big chunks to the filesize) is to convert them to movie clips and then, in the properties tab, check "Cache as bitmap". However, I think this feature is only available from Flash CS3 and up. You should also avoid using it on a movie clip that's being distorted (scale/rotation) or animated (like a character) - otherwise it will just cause more lag

i use flash 8 but in any case it helps for future reference. i learn more about this thing every day :P thanks!
